DEM Party Says Ocalan Plans ‘Historic Appeal’

ERBIL — Abdullah Öcalan, the imprisoned founder of the Kurdistan Workers’ Party (PKK), plans to make a “historic appeal” in the coming days, the co-chair of the Peoples’ Equality and Democracy Party (DEM Party) announced on Tuesday.

“We care about this appeal, support it, and stand behind it,” DEM Party Co-Chair Tuncer Bakırhan said during a meeting with his party’s parliamentary group. “It is up to Erdoğan, who holds the executive power, to take a major step. The ball is now in Erdoğan’s court.”

Bakırhan indicated that Öcalan’s message might be delivered on February 15 or at a later date but did not disclose its content. Turkish media speculated that the appeal will be directed at PKK members, the group Öcalan founded in 1978.

Devlet Bahçeli, leader of the Nationalist Movement Party (MHP) and a key ally of President Recep Tayyip Erdoğan, launched an initiative in October 2024 specifically addressing Öcalan, proposing that “if the isolation of the terrorist leader is lifted, let him come and speak at the DEM Party meeting in parliament. Let him declare that terrorism is completely over and that his organization has been dissolved.”

Following Bahçeli’s proposal, Turkish authorities permitted Öcalan’s family and DEM Party members to visit him on İmralı Island, where he has been held since his capture in 1999.

The PKK has waged an armed insurgency against the Turkish state since 1984, seeking greater autonomy for Kurds. Turkey, the United States, and the European Union designate the PKK as a terrorist organization. Its leadership operates from the Qandil Mountains in the Kurdistan Region of Iraq and parts of northern Syria.
