Baghdad Responds to Erbil’s Criticism Over Federal Budget Amendments

ERBIL — The Iraqi federal government on Thursday reiterated its commitment to transparency and adherence to the constitution in resolving disputes over federal budget amendments, following criticism from the Kurdistan Regional Government (KRG).  

Basim Alawadi, the spokesperson for the Iraqi government, emphasized the importance of adhering to agreed procedures within the framework of the federal budget law. “We reaffirm our commitment to the amendments submitted to parliament, which align with national interests and constitutional provisions,” Alawadi stated.  

The remarks came after the KRG expressed dissatisfaction with a federal government proposal related to oil revenue management and budgetary adjustments, calling it unilateral and contrary to prior agreements.  

Alawadi rejected the KRG’s claims, stating, “The federal government remains committed to the approved mechanisms and calls on the KRG to adhere to its obligations under the federal budget law, which mandates the submission of all revenues, including oil, to the federal treasury.”  

He added that ensuring compliance with these procedures is vital for resolving disputes and fostering cooperation between Baghdad and Erbil. Alawadi urged parliament to expedite the approval of the budget amendments for the benefit of all Iraqis.  

The disagreement centers on Article 140 of the constitution and oil revenue-sharing mechanisms. The Iraqi government recently signed agreements impacting oil fields in disputed territories without KRG consultation, a move Erbil deems unconstitutional.  

The dispute underscores ongoing tensions between Baghdad and Erbil over resource management and revenue-sharing, issues that have persisted despite attempts to foster dialogue and collaboration.
