PM Barzani, PUK Leader Meet for Government Formation Talks

ERBIL — Kurdistan Region Prime Minister Masrour Barzani and Patriotic Union of Kurdistan (PUK) President Bafel Talabani met on Thursday in Erbil to discuss ongoing efforts to form the next cabinet. 

The meeting, their first since the October 20 elections, was described as “frank and constructive,” according to senior Kurdistan Democratic Party (KDP) official Hoshyar Zebari.

Held on a one-on-one basis, the meeting reflects a significant step in advancing negotiations between the two ruling Kurdish political parties. Zebari noted in a post on X that the discussions were “in line with the negotiation process between KDP and PUK to form the new KRG government as soon as possible.”

Last week, delegations from the KDP and PUK engaged in three days of negotiations in Erbil, focusing on the division of leadership roles within the upcoming cabinet. The talks aimed to finalize the framework for a governing coalition, a necessary step given that no single party secured a majority in the 100-seat legislature during October’s election. The KDP won 39 seats, while the PUK secured 23.

Despite their rivalry, the KDP and PUK have historically shared power in the Kurdistan Region’s government since its establishment in the 1990s. Thursday’s meeting underscores the parties’ willingness to cooperate amid a changing political landscape.

The October 20 elections, held after significant delays, saw the KDP consolidate its position as the leading political force in the Kurdistan Region. The PUK, which campaigned with strong criticism of Barzani’s current cabinet, emerged as the second-largest party. Although opposition parties raised allegations of electoral fraud, the main political blocs have adopted a more cooperative tone following the vote.

As the KDP and PUK work to finalize a coalition agreement, the focus remains on addressing critical governance challenges, including economic reform, security, and public service delivery. Both parties have expressed their commitment to expediting the formation of a government capable of addressing the Region's pressing issues.
